Respond to a call of our Country's energetic encouraging Vocational higer education, a lot of vocational schools springing up in GanSu Province. Since the vocational school got off to a late start,many problems and weakness exist in teacher'performance appraisal,which makes the appraisal result not apply extensively to the aim of human resources management,and which makes it impossible to be directed against taking effective encouraging measures.To some degree,it blunted teachers' enthusiasm and affected the results of teaching and scientific research and realization of organizing aim. Establishing and improving scientific and reasonable performance appraisal system becomes the thing of priority for human resources development and management in GanSu Vocational Schools. Therefore this paper has practical significance for the research of vocational schools' teachers' performance appraisal in GanSu Province.The article sets forth the relative theory and method of performance appraisal,and furthermore,analyses the present situation and characteristics of the teachers in vocational schools and current situation of performance appraisal as well,points out problems and weakness in performance appraisal of vocational school thechers on GanSu Province.This paper takes full-time teachers as object of study,making an analysis comblined with job features,raising 4 general categories including physical and mental and team quality,teaching ability,scientific research ability,basic ability and 16 comprehensive appraisal index,and using Aalytic Hierarchy Process (AHP) to define each index weight co-efficient. The qualitative index is graded and is given the equivalent fraction to quantify it and then makes the appraisal index more objective,and makes it feasible to carry out performance appraisal.Meanwhile,according to the raised appraisal formulates a specific,conductive and graded appraisal standard,decreasing the haphazardry in assessment. This paper designs the relative paraisal form and establishes a math model for counting statistical date according to the raised appraisal index and appraised standard. It also puts forward to establish the whole process dynamic appraisal index system. The article also studies the supplementary appraisal measures,including organization leadership,objective management,quality-controlled measures,organization culture establishment and the relative mechanism establishment, at the mean time brings about some baluable thought and viewpoints.Being supported on human resources management,organizing behaviour study,mathematics and management,the paper establishes a comprehensive and dynamic appraisal index system,and also makes innovation in comprehensive system,quantitative index and electrical operation.This paper's research result has the guiding sense for establishing and improving performance appraisal system and improving performance appraisal work of vocational school teachers in G.S.Province. It has the reference value for other similar schools developing and the same kind of work..
