The development of network technology, education, learning theory research, improves the development of online education, more and more people choose online education as their way for life-long-learning, but the quality of online learning, however, has always been questioned. How to present a scientific and effective evaluation of the online student's learning in order to improve the quality of online education? This is always a problem of great importance that the online education researchers and practitioners have to deal with. The characteristics of online learning determine the evaluation of online learning is different from the evaluation of traditional classroom learning. The online learners are quite different from each other in the learning background, online learning ability, learning style and so on. This means that the evaluation of online learning should be different according to the learner requirement, and reflect the characteristics of individual learners in order to meet the requirement of personalized development. But the current evaluation of online learning is just similar to the evaluation of traditional classroom learning, the standard is almost the same, the evaluation work is always done by the teachers, and the characteristics of the online learners have been ignored, this can not live up to the need of personalized evaluation of online learning.Focusing on the personalized evaluation of online learning, this article does some analytical work on the characteristics of evaluation of online learning, and the basic concepts of personalized evaluation, proposes the strategy that cam be used for the personalized evaluation in online learning. By means of the network technology, a personalized evaluation system for inline learning has been created.This article is divided into five parts. Part one, introduction, analyze the current state of the research of the evaluation in online learning, determine the scope, the aim and the content of the research work; Part two, personalized evaluation and the evaluation of online learning, analyze the basic concept of personalized evaluation, the aim and function of evaluation of online learning, and why should the evaluation of online learning be personalized; Part three, the strategy of personalized evaluation in online learning, analyze the requirements, contents, methods and the tools that can be used in the personalized evaluation of online learning; Part four, the design of the personalized evaluation system for inline learning, based on the analytical work done before, this part analyze the requirements of the personalized evaluation system for inline learning, and plan the function modules of the system; Part five, realization of system functions, following the design in part four, this part does some development work from a technical point of view as to realize the functions of the system; Part six, summary and outlook, sum up and review the research process, analyze the deficiencies of research results and point out the direction for the further research.
