In recent years, with the development of E-Learning supported by network technology, web-based teaching platform has become an important part of digital campus construction. But under the MOOC model, with the increasing number of learners, learners’information resources on their needs has become difficult to collect, and the feedback and assessments to learners’online learning can’t be done only relied on teachers’ and assistants’ help. In view of this, this paper researches and implements the personalized learning system based on member points and peer-assessment.The personalized learning and grading system is described in detail in this paper, on the basis of the exploration of current research on E-Learning systems, learner behavior model and personalized learning model. In addition to curriculum resources, learners’ demand for learning resources also include other types of resources, which are generated in the learning process of learners. The personalized learning system based on member points and peer-assessment can afford the Learners’ demand of the self-awareness of their learning condition and the real-time feedback of their outcomes.This thesis descript and analyze the requirement and designation of the system in detail from the learners’view, and implements a personalized learning system upon member points and peer-assessment on the use of ASP.NET, B/S three-tier architecture, SharePoint and other related technologies based on the Northeastern University E-Learning teaching platform. This system mainly includes curriculum resources scan, online course forum, sharing excellent works, peer-assessment, personal blog, and a complete grading system based on learns’ learning activities, quizzes and teacher ratings. And this system realized personalized learning base on the analysis of the learners’learning activities. Finally, the grading system improves by using the fuzzy comprehensive evaluation on the evaluation of the learners.
