As high ground, and breakthrough of higher education reform, educational technology is a powerful driving force for higher education reform. Intel Chairman Craig R. Barrett points out that"If information technology is the magic wand with tremendous power, the teacher is the magician who handles this magic wand". So educational technology plays a key role in higher education, which is dependent on higher education faculty. Two thousand National Higher Education Departments have issued the notification on education technology training of higher education faculty and many provinces started to carry out the work of education technology training of higher education faculty. National Educational Reform and Development Programs for Middle/Long Term (2010-2020) refers that the focus is to construct the faculty in universities with high quality based on the young teachers. Also adapting new environments and improving teachers'abilities on educational technology is the necessity to improve the teaching levels and research abilities. All above is more important for the local universities, which are with the finance afforded by local governments and with weaker strength. In recent years the nation and provinces have invested a great deal of manpower, material and financial resources to support the education technology training of higher education faculty, but the training effects were not satisfying. In 2010 the National Educational Technology Guides for Teachers in Higher Education was finished. The Guides give the training on educational technology a specific goal and criterion. Therefore, it is urgently needed to explore the status of the educational technology training and find a suitable plan based on the Guides in local universities.This paper attempts to use empirical research methods to clarify the status of the educational technology training in local universities, and then find a suitable training program, in order to help to improve training effect.This paper drew on the experience of others and edited a survey of questionnaire for education technology training of faculty in local universities, based on literature review and interviews. Then make a trial-test and modify the questionnaire. Then regard the faculty in local universities in Shandong Province as the research object and extract 300 subjects which ever participated in education technology training. Then the author conducts a survey among these subjects with the questionnaire. Then using SPSS to analyze the 286 survey data and get a result on the status of training for the faculty in local universities. Based on the conclusion of the research, five theoretical foundations were set up and several training principles were constructed. At last a suitable training program was put forward. It is expected to improve the educational technology training in local universities and give the help and inspiration to improve the effects of education technology training.
