Since the early 1980s, China's elementary educational informationnization has been gradually put on the agenda. With the implementation of"school link"project and"modern distance education in rural elementary schools"project, China's elementary educational informationnization has entered an application-centric stage which purpose is to promote education reform. When educational informationnization develops to a certain extent, schools'educational informationnization becomes a research focus, especially in poverty-stricken zones. The research can provide more educational opportunities, shorten the gap in education, save funds for duplication construction, improve teaching quality, and so on. Therefore, this paper takes the elementary schools in the southwest district of Shandong province as a point to research the elementary educational informationnization in poverty-stricken zones about its present situation and problems and countermeasures.This paper mainly uses literature study, survey research and comparative method. Firstly, the author introduces the process of development of the elementary educational informationnization and interrelated policies and projects and so on in our country. Therefore the author confirms the paper's research direction from the practice level. Then using literature study, the author finds out the research status and development trend about elementary educational informationnization at home and abroad and summarizes achievements and insufficiencies in this research area to make the research direction clearer. According to this, the author researches the elementary educational informationnization about its connotation, essence, component elements and significance from the theory level and summarizes its primary and secondary key factors forming a theoretical model. Secondly, using questionnaire and interview survey in terms of this model, the author masters real data of the present situation for the elementary educational informationnization in southwest district of Shandong province. Finally, using comparative method and the quantitative investigation and the qualitative investigation, the author analyses the situation to seek gaps between urban and rural and among schools and sums up problems, then exploring the reasons and putting forward countermeasures.In terms of infrastructure, information resources, information literacy, information technology education, application of information technology and organization & management, the paper finds out the following issues: The construction of infrastructure lags behind. The quality resources are scarcity. The phenomenon of information islands is serious. The utilization of infrastructure and resources is low. Information literacy of the staff is commonly low. The quality of information technology education is poor. The application level of information technology in teaching is low. The mechanism of organization & management is not perfect. Then, the author generalizes the hidden reasons form staff level, integration level and others including funds, system and training. The reasons are chiefly as follows. Professional supervisors are infrequent in the educational informationnization and information literacy of the staff is commonly low. The integration level of information technology and curriculum is shallow. Sustainable funds for development are insufficient because of backwardness economy and the dual educational finance system by county primarily. Policies and laws and regulations are too broad about the educational informationnization without concrete details and pertinence. The forms and contents are imperfect as well as the evaluation system about the staff's training. Finally, according to the local actual situation, the author puts forward targeted countermeasures.
