In the 21st century, the human beings come into a fully new information time, which requires the human being have a certain information ability. At the same time, under the knowledge economy conditions, the economic development will depend more on the accumulation and application of the knowledge and effective information. To convert the information into knowledge requires that they should have good information collection and information processing ability, which determines their ability to use and create the knowledge. The Education Ministry clearly indicates the purposes and approaches to establish the lifetime study and lifetime education system in Action Scheme fro Invigorating Education towards the 21st Century: to establish at a preliminary level the lifetime study and lifetime education system in China before 2010. However, the premise of lifetime study is the information literacy, due to which, China takes the developing of information ability as one of the education targets.First of all, through the literature study, this paper clears the origin and development of the informatics, studies the work for developing the students'information ability in the world, makes a deep analysis on the concepts of mathematics information, information collection and processing ability and probes into the essentials of the mathematics information ability. The author holds that, the high school students'mathematics information ability includes the mathematics information collection ability, mathematics information processing ability, mathematics information analysis ability, mathematics information application ability, mathematics information management ability and mathematics information communication ability, totally six aspects. By consulting the information, the author also sorts out the study in this filed: there is a short history in China for studying the information literacy and information ability. Nowadays, there are more studies on the collection and processing ability of elementary school students'mathematics information in China, and there is less study on that of the junior school students. There is few study on the high school students'mathematics information collection and processing ability. Secondly, through the questionnaire, know about the current state of the high school students'mathematics information collection and processing ability and analyze the methods and approaches of the high schools students to collect and process the mathematics information and the factors influencing the mathematics information processing and collection. The study finds that: most of the students are lack of necessary ability to collect and process the mathematics information and their information literacy is lower. The class learning is the first access for the high school students to collect the mathematics information and the main methods for processing the mathematics laws and concepts are seeing, listening, writing and reading. Meanwhile, this paper also surveys and studies the favors of the high school students in the learning process and then knows about the effect of this kind of favor on the information processing and collection. From the study it is found that the high school students like more the learning approach with a strong flexibility and practicality, which have the property of cooperation. The study also shows that there are differences between the teaching auxiliary approach the students like most and that the teachers often use. And there are also differences between the learning mathematics knowledge approach the teachers think most effective and that the students like most. These differences directly and indirectly influence the improvement of the learning efficiency of high school students.Finally, through the analysis on the survey results, the strategies for developing the high school students'mathematics information collection and processing ability are put forward. The author holds that, to develop the students'ability to collect the mathematics information requires developing the students'awareness to collect the mathematics information and make the students master how to get the mathematics information. To develop the students'ability to process the mathematics information also requires to develop the five aspects including the ability o read the mathematics information, the ability to analyze the mathematics information, the ability to induce and sort out the mathematics information, the ability to use the mathematics information and the ability to exchange the mathematics information, in order to improve the high school students'mathematics information literacy in all aspects.This paper is aimed to fill the blank in China for the high school students'mathematics information collection and processing ability under the new curriculum nowadays, to provide the relevant theoretic study and research material, to enrich and develop the high school teaching work and the mathematics learning theory of high school students, and to study how to develop the high school students'mathematics learning ability in the teaching practice and to improve the high school mathematics teaching quality.Due to the limited theory level, the theoretic study and the practice study are not sufficiently combined. The number and scope of study samples are limited and the information obtained is not sufficient. There may exist some imperfections in the paper, for example, the experimental time is short, and the experimental scope is small. The study on teaching students in accordance with their aptitude is not enough and the teaching suggestions are not in full descriptions. In the future it will keep continuously studies and adjusted in the teaching process to make it have more operability and promotability.
