The flow of teachers is one way to realize educational development. One side, the flow improve the equity development of the local teachers quality and quantity, and change the teacher shortage in undeveloped area, and change the unbalanced conditions in developed regions and better schools. On the other side, the flow suggest the internal demand of compulsory education equity and justice. So building the perfect and effective flow mechanism is very meaningful.At present, our country has formed the basic system of the teacher flow, and in some cities and countries the teacher communication system has achieved some success.At the same time, the teacher system and the financial system of compulsory education provide different support for teachers'promotion and salary. This is beneficial to institutionalization of the teacher flow mechanism. However, the reality of the flow is not optimistic. Between regions, the spontaneous flow leads unbalanced demand of teachers; this changes the object of the flow.We can learn form the experiences of Japan and build an all-round, multi-level and practical flow mechanism of teachers. Fundamentally, to solve the problem, we should we should take many measures to make full use of the government, schools and teachers, and the value of the statute, which is a fluid provide overall, system and practical support.There are six parts in this article. The first part is the reason of the research, the condition of the research, the value of the research, and the idea. The second part is the analysis of the situation of the flow mechanism of teachers in our country. The third part is an analysis of questions of the flow mechanism of teachers from our education system. The fourth part is to analyze and compare the characteristic and achievement in Japan. This gives us some experiences in building the flow mechanism of teachers. The fifth part is an analysis of the case of the teacher flow in Ning yang of Shandong province.The sixth part is tell us how to build the teacher flow mechanism of compulsory education from three levels. Firstly, from a macro point of view, we should strengthen the duty and the leading function of the government to improve security of the system. Secondly we should take many measures to make full use of the school in carrying out of the teacher flow mechanism. Lastly, from the microcosmic aspect, we should emphasize the teachers virtue.
