The focus of the education fair is to promote balanced development of the compulsory education and support disadvantaged groups.To promote the compulsory education balanced development is the guarantee of sustainable development of the country,is also to improve the livelihood of the people for a long time.Teachers flow is to promote teachers' equilibrium configuration and important means of improving the quality of teachers,the realization of basic education fair,improve the quality of education and equilibrium between intercollegiate faculty differences have a significant effect.Reasonable teachers flow is beneficial to optimize the structure of teachers,improve teachers team construction,promote the professional development of teachers.But in terms of the status quo,the teacher flow in the policy,the theoretical level,there are still many problem has not been fully resolved,especially the problems exist in practice is more outstanding,not form a stable system,in the process of implementation,met a lot of problems and resistance.Researchers need to flow through the concrete practice of the primary and secondary school teachers present situation analysis,find out theexisting problems and reasons,establish a scientific and reasonable teachers flow mechanism,and ensure the teachers effectively run flow mechanism,in order to let the teacher flow real relevance,let the teachers flow really play a role of promoting education balanced.In this study,on the basis of comprehensive research and practice at home and abroad for reference,from one area of songjiang district teachers present situation investigation,understand the compulsory education of the teachers constitute the basic situation of songjiang district,the comparison of urban and rural teachers,I know that the city relatively mature teachers quality.The basic condition of the flow of songjiang district teachers at the same time,presents the following characteristics: first,two types of flow compatible in hand;Second is the flexible flow is given priority to,revitalize the school community,three to orderly flow is complementary,realize the rigid demand.Through the research also found that the current flow mechanism,songjiang district,has achieved some success: one is the rational flow of teachers,improve teachers' self development;Second,teachers optimize configuration,realize the dynamic balance of the school;3 it is to narrow the gap in intercollegiate,promote the balanced development of the education in the district.In this part mainly combined with the case.Rigid flow problems at the same time,songjiang district,through the survey found: unidirectional characteristics,high quality resources to focus on urban schools;The contradiction of shortage of high quality teacher resources required new school Problems existing in the flexible flow: double marginalization of school management School administrators should teachers lack of sense of belonging Incentive mechanism is not perfect The effect of all these problems affect the teacher flow Within this research based on songjiang district teachers flow practice movement of some related theory research as well as domestic practical experienceinspired teacher flow mechanism,in the flow process of the teacher,start with the flow of teachers select four most of the evaluation of security mechanism put forward their own ideas...
