Since the reform and opening up, China’s economic development has made great strides. In the process of development, however, have appeared in the phenomenon of unbalanced economic development among regions. This gap in the field of education in the field of economic performance is the equalization of compulsory education. Although our country’s compulsory education has made great achievements, but as a result of political, economic and historical reasons, compulsory education between urban and rural, regional, intercollegiate serious imbalances, especially the imbalance between urban and rural areas has become the important factors that affect the integration of urban and rural economic development of our country. Compulsory education is the basic part of education system, the sound development of relations with other education stage, also called the national quality enhancement. The development of rural compulsory education is not only to the improvement of quality of rural population as a whole plays an important role, also for China’s socialist new countryside construction smoothly. It is an very important way to improve the rural compulsory education level.China’s urban and rural compulsory education unbalanced performance not only in terms of education hardware facilities, also reflected in the teachers configuration. High quality teacher resources in urban compulsory education school a higher proportion of rural schools. Teacher resources is an important factor in education resource, if the teacher resource allocation imbalance, not only can lead to the development of education level is not balanced, and will greatly affect the cultivation of compulsory education, the quality of being taught.
