To improve the overall quality of primary and secondary school teachers is the key to implement new curriculum reform of basic education and further promote quality education. Teacher web-based training in improving the overall quality of teachers play an important role, is to implement the new curriculum ideas, an important way to enhance the level of teachers.Teacher web-based training is a set of teaching, research, training and integration of teacher training model. It's focus is research. Trainees can discuss with the curriculum experts and instructors and each other on the new curriculum in variety of ideas in depth. Teaching communication has become the vitality of the teacher web-based training. Improve the effectiveness of teaching communication has become the key of the teacher web-based training. On the base of careful analysis about distance education, teacher training, teaching communication and etc, this article constructed strategies in improving the effectiveness of teacher web-based training. This article test the function of the strategies in the middle school teacher web-based training and through the questionnaires, interviews and etc draw the conclusions of research.This article is divided into five parts. The first part describes the background, significance, status, content and methods of the article. The second part start to describe the origin, concepts, characteristics, patterns of the teacher web-based training, research the concepts, structure, form and theory of the teaching communication in the teacher web-based training. The third part analysis the problems of the teacher web-based training on the base of definition of the effective teaching communication in the teacher web-based training and statement the idea of building strategy based on the principle of building strategies. It includes content choice strategy, pattern strategy, active strategy, appraisal strategy, environment strategy, media strategy and interpersonal relationship strategy. The article describes the strategies in detail in this part. The fourth part design the practices for improving the effect of teaching communication in teacher web-based training and practice the plan in three junior middle schools and three high schools in Zhangqiu in three years based on the activity of the teacher web-based training in Shandong Province. Finally, the article drew the conclusions through the questionnaires, interviewing for the trainees, instructors and administrator. Conclusions show that trainees` enthusiasm is greatly improved in teaching communication, strategies play a significant role in improving the effect of teaching communication in teacher web-based training. The fifth part has carried on the summary and the reconsideration to the entire research, though that in the construction strategies process to teacher web-based training does research, the research not to be very exhaustive, the construction strategies also has the place which some are incompatible, in the strategies utilization also has many questions to be not very careful. Research for the teacher web-based training and teaching communication will be more in-depth exchanges of detail. Of course limited to the author level there are some strategies to be improved and perfected.
