A Research On The Interactional Dilemma Of Urban Community's Main Body

After entering the 21thcentury,Community construction has achieved a great success,which becomes the place of living,entertaining and leisuring.With the aim of harmonious social construction put forward,community will play a more and more important role in maintaining social stability,improving resident's cultural quality and the skills,and creating the harmonious living environment.Recently,Our scholars has studied the systems and structures that obstacles the community construction.However,not only in our practice of community construction,but also in the theoratical research,the status of community main body is not emphasized and neglected,that is ,we put more attention on the the exterior community force,especially the role of the government.The obscure definition of community main body leads to the problems in the process of community construction,such as the lack of the aftereffect,the more dependent on government etc.How to change this status quo?This is the problem that needs to be resolved in Urban community construction.The text suggests from the micro prospect,we should emphasize the role of community main body,the way which attentuates the sense of identity and responsibility.Through observing the process of interaction between various community main body,we can clearly reveal the measures and strategies that community main body takes,the psychological status ,the various problems and the countermeasures that solves the problems.The materials of the case in the text is from the practical dairy and the interviewing record in Harbin X community during Jul-Aug 2009.The text bases on the theories ,such as Max's theory on the subjectivity,the theory of civil society,Habermas'theory of community action,symbolic interacitionism and the doctrine of organization-decisional analysis ect al,to analyse the process of the interaction in the X community,which can be categoried as follows:the interaction delimma between Residental Committee and Sub-District Office,the delimma between the members in Residental Committee,the interaction delimma between Residental Committee and residents,and the delimma between residents ect al,and makes the following conclusions:1.according to the macro-and-micro background of the communtiy construction and the combination of actualities in the community,the text divides the community main body into 3 categories:resident , Residental Committee,and Sub-District Office.But with the development of Urbanization,more and more outsiders move into the urban community,making various relationships with the residents,thus,the range of residents must be broadened,and the delimma between them will last for long time.2.With the reformation of community administration and the categoring of communtiy public affairs , Residental Committee(another part of community main body),maintaining the itself automony,gradually becomes an department of commnity service,taking the responsibility of offering services.3. As a basic governmental organization, Sub-District Office(the third part of community main body)supervises and guides the work of Residental Committee,provides human,financial,and material resources.The status also leads to many problems during the interactions with Residental Committee,such as the problems of more dependent on the government,and the the administrative work of Residental Committee.The optimum interaction between the Sub-District Office and Residental Committee will provide more resources and help,support community public and soft infrastructures.However,for short time,the fact that Sub-District Office maintains the dominant status will not change.4.Aiming to the problems during the interaction process in X community,the text holds that from the micro prospect ,the standard of the success of communtiy constrution is whether community main body can interact more fluently and orderly,thus,that will be the longtime and difficult task.Meanwhile,the text puts forward some measures that solve the problems of interaction,such as ,perfecting ,expliciting the responsibility of Residental Committee;improving the model of community administration,transforming the way of Residental Committee;expliciting the responsibility of members of Residental Committee,strengthening community system constrution;coordinating the benefits of various groups,reshaping the sense of community identity ;taking various measures,enhancing the systems of partipating;according to the community actuality,cultivating community culture,ect al...
