Over the past 30 years of reform and opening up, with the progress of our society, the rapid development of the national economy, the members of social occupation, family and social life has also changed.People’s demand for real life and self realization is rising. People began to pay attention to the enrichment of spiritual life, and expected to achieve self perfection through personal efforts. To achieve a high level, high quality of the spirit of the pursuit, only through a one-time school education is difficult to achieve, you can rely on the support of community education to complete.In this context, community education has gradually entered the public view, more and more attention by the party and the state. The party’s "Sixteen big" report clearly pointed out, "to form a universal learning, lifelong learning learning society, to promote the all-round development of people." The effective development and utilization of community education resources is the key to the formation of the whole people’s learning and lifelong learning. It is also an important prerequisite for the construction of lifelong education system, the establishment of learning community and learning society.In this paper, based on the author during the period of graduate student participation in H area based on the investigation of the community education practice, combined with the current development of community education resource development at home and abroad, by adopting the combination of quantitative and qualitative research methods, based on system theory, H area community education resources development process separately from the main body element, core element and environmental element of three dimension and in-depth analysis. First of all, H area community education resources development and the main elements were analyzed. The community education resource development main body elements into the type of community education resource development main body, the function of community education resource development main body, different ways of main body of community education resource development, the main operation mode of community education resource development four aspects were analyzed. Followed by the H section analyzes the core elements of community education resource development. Mainly analyze the requirements of subject and object of H area community education resources development present situation, the teaching resources, curriculum resources development present situation as well as the financial support of the community education resource development. Finally is the H area community education resources development and environmental elements is analyzed. Mainly analyzes the policy environment of the development of community education resources and its impact, secondly analyses H area present situation in the construction of community culture and community residents, community education managers on the cognitive situation. Finally based on the H area community education resources development and system analysis of the three elements and combined with investigation data, elaborated the current H area community education resources development and the main problems and reasons. Proposed the community education resource development main body should follow the principle of in the process of practice, discusses when the community education resource development main body corresponding problems, from the core, the main body, environmental elements that should be adopted in three aspects.
