The development of compulsory education is not only specifically embodied in the implementation of scientific development concept in education, but also a necessary requirement in realizing the great rejuvenation of the grand goals of requirements. It is also a basis to build a harmonious society of socialist and a new countryside of socialism. In 1993, China put forward a target that national education budget should take 4% of GDP. Up to now, we have not realized this target for about 17 years. And the use of education funds in China is also very seriously imbalanced, the majority of funds invested in higher, professional education. The shortage of funds compulsory education is very prominent, which seriously affects the development of compulsory education. How to solve this fundamental problem is not relating to the nation's development, but also to the individual development of children in each family.This paper uses empirical, inductive, summary researching methods,. On the basis of analyzing compulsory education theoretically in terms of education, economics, public finance, the paper studies and analyzes the evolving history of compulsory financial security mechanism in foreign countries, aiming to reveal the features of foreign compulsory financial security mechanism and its enlightenment to China. Supplemented by charts and data and based on the analysis of the development of Compulsory Education in China, this paper sums up difficulties and problems China's financial security compulsory education system faces. Then combing with the latest financial security compulsory education system reform and re-designing financial security mechanism on the implementation of compulsory education in China, the paper will be, at the end of article, discussing and demonstrating how to establish effective and feasible management structures so as to ensure that the re-designing of financial guarantee mechanism of rural compulsory education will be fulfilled at last.This paper takes the point that we should learn the historical experience from developed countries such as Europe and the United States and Japan, starting from the institutional reform and on the precise of the expense demand for compulsory education, to reconstruct an investment mechanism in property rights and powers are unified, and responsibilities between levels of government are clear, to establish the for the status of ultimate responsibility that the central government takes in guarantee mechanism for compulsory education. The expense shortage of compulsory education is supplemented by the central government so as to the make the universal implementation of compulsory education. In addition, the management of compulsory education should be strengthened to improve efficiency, to establish an effective monitoring mechanism and legal safeguard, and to fulfill the real free compulsory education at last.
