Research On Mechanisms Of Digital Educational Resources Sharing Among Colleges And Universities

In recent years, digital educational resources sharing among colleges and universities is becoming one of the problems which are concerned widely. By means of sharing resources, we can realize optimal allocation of digital educational resources, balance the distribution of resources among colleges and universities, narrow the resources gap between the rich and the poor, maximize the utilization rate of resources, and meet the users' increasingly variegated requirements on resources to the greatest extent. However, as the restraints of long-held traditional ideas and administrative system and other reasons, the goal of digital educational resources sharing among colleges and universities hasn't be achieved yet in our country. There are still many problems and obstacles in the course of resources construction and sharing.According to the relevant theories of economics and information sharing, the author analyses the economic efficiency of digital educational resources sharing, and then puts forward some concrete measures to improve it. Based on reference to lots of literatures, as well as investigation of present sharing status and users' demands on sharing resources, the author analyses the problems and obstacles during the course of digital educational resources sharing among colleges and universities, such as sharing technical barriers, imbalance of resource allocation, constraints of traditional ideas, imperfect administrative system, intellectual property rights problems, the shortage of funds, the shortage of talent people and so on. In order to solve these problems and hindrances, a prototype of a sharing model and an information sharing platform are put forward in this thesis. The platform of information sharing mainly renders four kinds of services: registration and authentication, directory management, digital educational resources sharing and user training. In the sharing model, built on the information sharing platform, all colleges and universities can access the platform on the basis of campus network. Therefore, users in the campus can acquire more resources from other colleges. At the same time, users out of the campus can get the access authority of the platform by way of registration.In order to solve the various problems in the course of digital educational resources sharing among colleges and universities and promote the implementation of resources sharing, there is a relatively integrated mechanism constructed in the thesis. The mechanism mainly includes five aspects: an advanced computer technology system, reasonable resources sharing modes, a systematical organized structure, a perfect legal protection and an administrative intervention system, a fair benefit distribution, and efficient testing and incentive system as well.The main work and improvement of the thesis as follows: 1. Economically analyzing the economic efficiency and economic rationality of resources sharing, which is used to guide the implementation of digital educational resources sharing among colleges and universities. 2. Investigating the present sharing status and users' demands on sharing resources, based on which the problems and obstacles in the course of digital educational resources sharing among colleges and universities are analyzed. 3. Putting forward an integrated mechanism of digital educational resources sharing among colleges and universities, which includes five aspects as follows: technical support system, sharing modes, organization structure, safeguard mechanisms and incentive system.
