The development and use of the sea is changing from primitive, dispersion, the small scale, unconscious into modern, synthesis, large-scale and aware. It can't be compared with any other periods. With countries attaching importance to the sea more and more, the speed of sea development is faster day by day and marine economy plays an important role in world economics. When we are joyful for the rapid development of the marine economy, the Civic culture of coastal area is more and more influenced by sea. In coastal areas, material culture and the non-material culture with sea characteristic can be seen everywhere.
