According to the guidance of the State Council on promoting the reform of classified institutions, recently the National Working Forum on pressing ahead with the reform of public institutions was held in Beijing. It was the first time that the reformation of the classification of public institutions was brought forth and a timetable was also made. It was requested that public welfare should be promoted and developed faster and the needs for public services of the people and the whole society should be gratified continuously through institutional reform, performance encouragement, management strengthening. It is clear that the establishment of the performance appraisal system in public institutions will be the most important thing. To meet the need for the reform of public institutions and respond to national calling of vigorous development of vocational education this thesis intends to This thesis intends to study the existing performance appraisal system for university teachers so as to construct a reasonable, fair and scientific performance appraisal system helping the implementation of performance management, thus contributing to the smooth transition of vocational colleges to adapt better to the market economy.Based on the theory of performance appraisal system for vocational teachers, this thesis first analyzes the current situation of performance appraisal in W Polytechnic College and conducts satisfaction surveys, pointing out many problems, such as the scientific deficiencies of performance evaluation indicators, the lack of understanding of the College organizational performance goals, the shortness of the rationality of teachers’ performance appraisal, as well as the lack of clear division of indicators and the application of evaluation results, etc. To solve these problems this thesis attempts to establish a more complete and scientific performance appraisal system for vocational college teachers, applying methods of literature analysis, questionnaire, AHP and case analysis. According to the regulations and requirements of the supervisor units combined with the characteristics of higher vocational colleges, this thesis measures and defines indicators, scales, weight coefficients at all levels using mainly the analytic hierarchy process. Then reasonable performance results are obtained through the calculation of five actual performance results using the optimized evaluation system. Finally, through the reasonable analysis of their performance results, the thesis reaches correct performance feedback.Considering the features of Polytechnic Colleges and the current situation of the performance appraisal of W Polytechnic College this system innovates the performance appraisal system of Polytechnic Colleges, embodies the characteristics and goals of strategic development of Polytechnic Colleges, and its weight coefficients are more reasonable. Study results show that the performance appraisal system can make scientific and rational evaluation, help the achievement the purpose of performance appraisal of teachers, so as to achieve the ultimate goal of strategic development of Polytechnic Colleges. Meanwhile, the system also serves as reference for the performance management of other public institutions.
