As a special public goods and basal public service, basal education is the root of a country, and plays a crucial part on the future of the country and people.However, because of the long-term urban-rural economic framework in China, there is huge difference in the basal education in city and country, which not only impacts the realization of the education equity, but also influences social harmoniousness and stabilization badly. Therefore, the realization of equal supply of urban-rural basal educaiton is the requirement of the realization of the balance in urban-rural basal education, and also the requirement of social harmoniousness and stabilization. This paper gets going with the angle of view in supply mechanism, studies the urban-rural basal education in China, analyses the difference between them and its effect and reasons, compares the international experiences, and finally proposes the institutional, economic and polocy suggestions to realize the equalization of urban-rural basal education in China.At the very start, the paper introduces the theories of the equalization of urban-rural basal education. The supply of public goods and its diversity are first, then are public service and basal education. After the principle of the equalization of public goods and meaning of the equalization of basal public service, the paper proposes the equlization of basal education and its supply mechanism.The differences of urban-rural basal education are the premise of the research. The paper analyses the differences of the outlay, conditions to run a school and teachers'level of urban-rural basal education,and it turns out that the differences of urban-rural basal education affect the human capital stock and residents'income markedly.Supply mechanism affects basal education in fiscal mechanism, resource mechanism and mechanism to actualize the policies.There are many countries which tried hard and obtained achievements on the equalization of basal education.The paper takes America, France and Corea for example and compares their practices on equalization of basal education, then summarizes revelations for our equalization of urban-rural basal education.Aiming at the reasons of differences in urban-rural basal education in China, the paper proposes suggestions to perfect fiscal mechanism to support basal education, optimize mechanism to scheme the resources and establish mechanism to actualize the policies from institutional, economic and policy aspects with the view of supply mechanism.The paper illuminates the differences between urban and rural basal education in China with devotion-output analytical method, OLS regressive method, qualitative analysis combined with quantitative analysis and theoretics related with practices. Aiming at the reasons, the paper proposes suggestions to realize the equalization of urban-rural basal education in China from the view of supply mechanism, which provides a new angle of view for the further study and has some referenced value for other scholars'studies.
