The connotation and measures of equalization of education between urban and rural wasclearly put forward by “Basic public service system of the national ’12th five-year plan’”,namely: to provide a certain standard of education services or products for all citizens whichis based on recognition the factors such as the differences of regions, the gap between urbanand rural areas, and the natural conditions, to safeguard the justice status on therequirements of overwhelming majority of the people in the basic education, and thegovernment will not deny citizens’ freedom of choice of education in order to pursueequalization of education.This paper, take Wei Chang county of Hebei province, discuss the changes in countyeducation in the process of the equalization of education between urban and rural realizing inthe current context of development of urbanization, explored the new problems emerged inthe process of balanced education development between the urban and rural, which mainly isthe county education resources imbalance, unreasonable structure of county teachers, and highturnover rate of regional teachers. And then the main reasons were dissected from differentperspective, such as education equalization theory, public product theory, public financetheory, social justice theory, which including five parts, local responsibility and multi-levelmanagement of the education system is limited; the distribution structure of education financeinvestment between urban and rural is unreasonable; the economic development leveldifference between urban and rural is too big; the equalization education resources allocationbetween urban and rural areas is not enough; the guarantee mechanism of equalizationeducation is not sound.Detailed suggestions and corresponding countermeasures are proposed, mainly including,to transform government functions at a higher speed, actively construct service government;To speed up the adjustment of public financial system, strengthen the education efforts inproduct supply; To perfect the equal education guarantee mechanism between urban and ruralareas, promote the development of education fair; To increase the intensity of resourceintegration, promote the education balanced development between the urban and rural; Tobuild the evaluation system of county equal education, promote a high quality and efficiencyeducation service.It will provide cases to improve system of national education and public serviceequalization, provide reference in reality to promote the equalization development ofeducation between urban and rural in the scope of county.
