Presently, the development of China’s economic which under the new normal is facing many challenges that are also accompanied with huge opportunities. The government role under the new normal, the public service system, the unequal economic development between urban and rural areas and the civil participation which are heavily tortured by all people in China. How to realize the role of government by the historical transformation of "steering" to "service", how to improve the public service system in order to better serve the people, how to break the urban and rural duality economic structure to realize the development of rural economy, how to realize the orderly citizen participation in civic issues. All the problems above are the government of China that to be faced and to be solved.This article study the equalization between rural and urban compulsory education which is based on the theoretical achievements of public service and summarizes their insights on this topic from the scholars from west countries and China. Simultaneously, this article which is based on the China Education Panel Survey (CEPS) analyzed the current disequilibrium of urban and rural compulsory education by descriptive analysis of the gravity of the disequilibrium and the regression analysis to probe the deep factors of China. Except for the above method, this paper also draws lessons from the United States and Japan in the realization of equal education policy in the process of experience that will provide a good way for the Chinese government to solve the disequilibrium between urban and rural compulsory education. According to the theory, the survey data analysis and foreign policy experience of America and Japan, financial factors is still an important factor which deteriorate the disequilibrium between urban and rural education that can be seen from the data. In the meanwhile, we can also draw the conclusion that family factor has a significant influence on students’cognitive ability of premium, and therefore is important for the whole level of education in the rural area.From the above two points, this paper realized the main reasons that cause the disequilibrium between urban and rural education are from two aspects:on the one hand, from the aspects of finance, this paper put forward that it is necessary for the government to increase the total investment on education, perfect the financial allocation system, balance the finial right and the responsibility of government at all levels and perfect the financial transfer payment system; From the perspective of family factors on the other hand, it is wise for the government to eliminate the current urban and rural development structure which limits the equilibrium of education between urban and rural that can boost the development of rural economy. In this way it can make the rural migrant workers returning from the cities to rural areas the parents can play the positive role in the process of children growth. In the meanwhile, it is good way for the government and university, the teachers and parents to establish a mechanism of cooperation which will make up for the defect of the rural parents on their own education level and focus on the healthy growth of children.
