Vocational education is reservoir of the economic construction, and vocational education services, only closely with the "three rural"can have vitality. Whether vocational schools graduates meets the needs of society, and whether they can find the work of their professional and expertise, and have a comprehensive quality and the ability to work in order to adapt to the needs of jobs are important subjects which China's colleges and universities generally faced with. And these problems will faced Heilongjiang reclamation area vocational schools in the long-term. In recent years, the Government of Heilongjiang reclamation area, attaches great importance to vocational education in the rational development and utilization of resources in the implementation of strong measures taken in order to accelerate the pace of development of vocational education. And to propose the junior middle school and high school graduates, "scattered places" slogan, and strive to achieve in the "Eleventh Five-Year" period,40%-50% of the graduates of vocational schools to receive vocational education at all reclamation work toward the goal. After the "State Council's decision to vigorously develop vocational education," was made, the Government of Heilongjiang reclamation area is actively promoting reform and innovation, and give the corresponding policy support to promote the public-run vocational schools resource integration and restructuring, and proposes the reclamation area of vocational education should be stick to the "large-scale, group-oriented, chain-based school of the road." The government also actively encourage the the various types of vocational schools in reclamation area to strengthen cooperation, and actively attract private capital and foreign capital, to set up vocational groups with different categories and different features. Integration and restructuring of educational resources to realize complementary advantages and resource sharing. It also encourages Vocational Education Group to take the form of chain, and join other forms of enterprise organization and co-ordinate educational resources, using the advanced concepts to unify the school standards and management practices.In this study, through the research of rational development and utilization of the vocational education resources and thus develops the deep-level university-industry cooperation in higher vocational colleges, in order to realize sharing resources, complementary advantages, school-enterprise win-win situation. this is conducive to the implementation of orders for training vocational school and thereby to promote the employment work on issues. This paper think the development of vocational education is an important strategic position, this expresses my Government's attitude on the development of vocational education in a clear manner, but also highlights some problems in using the resources in vocational education. In order to solve the corresponding problem, this article using the author's own professional conditions makes the in-depth study. By studying the needs of the personnel establishment of monitoring and forecasting system, timely allocation of professional and professional direction according to the needs of society on a regular basis, so as to intensify the training model, curriculum system, teaching content and teaching methods, in order to maximize the use of educational resources throughout the country, to make the best use of them.This paper takes the case of educational resources in five existing reclamation area vocational schools, and integrates all the information on the development and utilization of the involved source of students, teachers, institutions, teaching materials, equipment, funding and other contents, and makes references to the practices and experiences of the foreign vocational and technical schools in the development of educational resources, discusses the correct handling of new students with the training objectives, teacher's quality and effective education, material construction and standardization of teaching content as well as the relationship between equipment and practical aspects of the teaching and put forward corresponding countermeasures and policy recommendations.This article adheres to the principle of the combination of theory and practice and carefully analyses the current status of vocational education resources in the reclamation area and existing problems in the development and utilization of vocational education resources. Through the study, this paper proposes suitable for reclamation features and adapt to the current forms of employment..
