Eferees play very important roles in competitions for they are not only the organizers of the competitions and enforcers of the rules, but also the educators and promoters of sports. Quality of the referees has a direct influence on the competitions. In modern sports competitions, the referees of many events are usually criticized. Therefore, the study of the taekwondo referees has a great significance for the development of this sport. This thesis starts from the status survey which includes the basic information, knowledge structure, quality and management of the taekwondo referees in Hebei, identifies the advantages and problems existed and puts forward some suggestions to their development. The status survey and the development strategy study gives some theoretic references to the management and improvement of the taekwondo referees in Hebei and has a positive significance to the improvement of the referees and the development of taekwondo in China. The research is done through the literature study, questionnaire and mathematical statistics and theconclusions are as follow:1.The selection of the taekwondo referees in Hebei is irrational; the age structure is rational; the geographical distribution of the referees is disequilibrated; the distribution of the referee's ranks is unequal; the referees are mostly coaches and teachers.2.The knowledge structure of the taekwondo referees in Hebei is irrational; they are weak in English; they have good computer skill but can not use the internet effectively; most of the referees have poor research quality.3.The taekwondo referees in Hebei have high quality of professional ethics and reasonable physical constitution. However, some referees are psychologically handicapped and have only a flimsy grasp of the daily business, new rules and the scoring machine.4.The taekwondo referees in Hebei do not have enough and overall training.5.The on-the-spot management of the taekwondo referees in Hebei is reasonable but the management of the national second-class referees is unreasonable. There are problems in award and punishment. The oversight mechanism is perfect but the performance appraisal system is unsatisfactory.According to the problems found during the process of investigation, this thesis proposes the following suggestions: macro-control of the referees; perfection of their knowledge and quality structure; increase of their training; exploration of the new training format; perfection of the training content; perfection of the registration, selection, treatment and appraisal of the referees.
