Education is the cornerstone of national rejuvenation, and education fair is an important foundation for social justice. Realizing education fair is a global and strategic task in building the socialist harmonious society, and it is also the goal of our educational reform. Since the Reform and Opening up, we have made great achievements in education, and the scale, benefits and quality of education have been increased unprecedentedly. The development of education leads to a substantial increase in the level of education modernization and improvement on the quality of the whole nation, which greatly promotes economic and social development. However, we must remember that there are still many issues, of which the education equity issue is the most important one. As we known, differences between urban and rural compulsory education is the most prominent problem of china's education. Because the compulsory education is the foundation of education, whether it is balanced directly influence the country's prosperity and other social undertakings. Therefore, research on differences between urban and rural compulsory education is very significant.In recent years, in order to promote the development of education and gradually narrow the gap between urban and rural compulsory education, authorities have issued many documents, which indicates that our government has been aware that the unfairness of compulsory education is very serious, and is looking for solution actively. Because of this, this paper puts forward its ideas on how to narrow the gap between urban and rural compulsory education, based on actual situation in our country and existing research from both home and abroad. The article includes the following sections:Chapter 1 introductionThis section introduces the background and significance of this topic, the current research literature both at home and abroad, the structure and method of the pepper and its innovation and less.Chapter 2 theoretical analysis of the compulsory education equalization This section first introduces related concept of equalization, and then analyzes the fiscal responsibility in providing, from the following aspects:compulsory education's characteristic of public good, levels of education products and division of powers between governments, and the fiscal means in realizing compulsory education equalization.Chapter 3 the current situation of urban and rural compulsory educationEqualization and the causes of non-equalization combined with the situation of China, this part first analyzes the achievements of compulsory education development and the gap between urban and rural areas, and then introduces the non-equalization situation, using empirical research method and the case of Dalian. At last, this part analyzes the causes for non-equalization, including financial system, urban-rural dual economic structure and so on.Chapter 4 foreign experiencesThis chapter first introduces the compulsory education system of Japan, Korea, Germany, Britain, the United States and Canada from the perspective of the financial system, and then gives some experiences to china's rural and urban compulsory education equalization.Chapter 5 compulsory equalization countermeasuresAccording to the factors that influence the equalization of urban and rural compulsory education, combined with foreign experience, this part gives some suggestion on how to promote urban and rural compulsory education equalization,including deepening financial reform, coordinating development of urban and rural, a sound legal system, improving the government management system.
