Compulsory education is a fundamental project to implement the strategy of rejuvenating China through Science and education. It has a global, basic and prescient impact on improving Chinese international quality and promoting socialist modernization. As a brand new educational concept and sustainable development concept, compulsory education equalization has been an important mission of China overall planning and development. Although compulsory education has obtained remarkable achievements, compulsory education in urban and rural areas still exist obvious unequalization which has a growing trend. The basic contradiction is unbalance between education supply and education demand. Unequalization between urban and rural areas is an important form of basic contradiction. As a breakthrough of compulsory education, equalization between urban and rural areas is an effective way to realize basic public services equalization and it is also an essential requirement to build a well-off society in all-around way.The thesis selects compulsory education in urban and rural areas in Shandong Province as study area and object. Based on the predecessors’research achievement, in accordance with current situation of compulsory education in Shandong Province, the thesis establishes index system of compulsory education equalization to conduct empirical study of compulsory education in urban and rural areas in Shandong Province through single and comprehensive index analysis. It is found that the index of compulsory education between urban and rural areas in Shandong Province is less equal. Based on the results, the thesis offers countermeasures and advices to ensure compulsory education between urban and rural areas in Shandong Province from the aspects of government obligation, fiscal system, standardized school and allocation of teacher resources. The thesis provides a reference scheme for compulsory education reform in Shandong Province which deepens utilization of compulsory education equalization assessment tool and enriches theory and practice knowledge of compulsory education equalization.The thesis is divided into seven chapters. The main content of each chapter is outlined as follows: Chapter one is an introduction. It introduces background, purpose and significance. Combined with the selected title, it teases the relevant theory about international and national compulsory education and points out studyChapter two is theoretical foundation and definitions of compulsory education between urban and rural areas. It mainly elaborates education equality theory, the new public service theory and urban and rural development theory. And then it offers clear definition of compulsory education equalization between urban and rural areas.Chapter three is general development situation of compulsory education in Shandong Province. It analyzes achievements and problems of compulsory education in Shandong Province in recent years through education and policy aspects. And it also supplies reference for establishment of compulsory education index system.Chapter four is establishment of compulsory education index system. Combined with introduction of development of education index system, based on the predecessors’research achievement, it set forward compulsory education index system by specifying index content, weight and measurement methods.Chapter five is empirical analysis on compulsory education between urban and rural areas in Shandong Province. It firstly explains data sources and related indexes. And then it conducts empirical study of compulsory education in urban and rural areas in Shandong Province through single and comprehensive index analysis. It also summarizes the empirical analysis results.Chapter six is measures and advices to ensure compulsory education between urban and rural areas in Shandong Province. According to empirical analysis results, it offers related countermeasures and advices from the aspects of government obligation, fiscal system, standardized school and allocation of teacher resources.Chapter seven is conclusion. It offers a summary of the whole thesis and a prospect of compulsory education between urban and rural areas.
