This paper aims to research on countermeasures on Teaching Team-Building in Local College and University.Quality of higher education is not only a focus to national educational administration, but also closely related to the survival and development of universities and is called the lifeline of the survival. Since 2000, Ministry of Education has launched a series of documents and measures in order to enhance undergraduate'teaching level and teaching quality. Especially in 2005 and 2007, Ministry of Education launched and respectively. It launches climax of constructing teaching team in university across the nation. Besides, it can reform teaching pattern, enhance teaching quality, integrate teaching sources, and teaching authority's role in the course of teaching through teaching team construction.This thesis is based on reality of teaching team construction in local college and university, abiding by unification of reality and value, theory and practice. This paper is featured by the research thought combining macroscopic view with microcosmic view. From macroscopic view, it analyzes overall characters about teaching team construction in local college and university. From microcosmic view, this paper evolves from specific examples about the construction of teaching teams in local college and university in Shandong province. Through all sorts of methods such as looking up documents and analyzing specific cases and theoretical analysis and combination of management and organizational behavior, it comprehensively analyzes current basic information about the construction of teaching team in local college and university. It not only discovers its distinct features and basic experience , but also finds existing problems and shortcomings under construction. Specifically speaking, its distinct features and basic experience are as follows: (1) college and university's high-stress on construction of teaching team; (2) teaching team's type presents variety; (3) teaching team's advance by means of organization or system. The solution to these issues will directly affect the quality and benefit of construction about teaching team in local college and university, and is also related to the successful implementation and the desired effect of it.This thesis analyzes the existing problems'reasons from four aspects such as the thought about intended meanings on construction of teaching team and teaching team's administration and the harmony between teaching management system in local college and university and teaching team construction's system and orientation and plan about teaching team in local college and university. After comprehensive analysis, it carries out advices and countermeasures as follows: from educational administration's perspective , it includes confirming target and work frame, standards and requirements, and organizational organ and leading organ, and forming management and assessment system; from local college and university's perspective, it includes stressing the function and role about construction on teaching team, effectively forming relevant policy and system, putting forward specific standardization requirements about teaching team construction, and forming matched assessment and supervision system; from teaching team's perspective, it includes forming specific team construction target, team construction's countermeasures, team construction's specific contents, and system of rewards and penalties.The organization of the thesis is as follows. Section 1 is the introduction part, which gives a brief description of the research, ranging from selection of this subject's reason to meaning to research thought and so on. Section 2 gives a detail current situation about teaching team construction in Shandong local college and university. In section 3, in terms of current situation , it summarizes existing problems about teaching team in local college and university and analyzes the relevant reasons. Relevant strategic advices and countermeasures from three dimensions such as educational administration and local college and university and teaching team are presented in section 4. Section 5 includes conclusion and prospect. We should not only affirm conclusions drawing through research , but also look for research deficiency and would-be research orientation.
