With the implementation of free policies of China's agriculture-related and forest-related major of secondary vocational education and offering financial assistance to grants of difficulties in family life, free secondary vocational education in China has entered the fast lane. In order to rapidly improve the quality of secondary vocational education, and gradually let the level of development of vocational education be near the level of developed countries, the development of free secondary vocational education is imperative. Implementation of free vocational education in Germany provides a useful reference for the development of secondary vocational education in China.This article is divided into five parts:The first part is the introduction part, explains the origin of this study, introduces the research status about free vocational education of domestic and foreign (mainly Germany), then makes a definition of core concepts of secondary vocational education and the world vocational education funding system, etc.The second part deeply analysis the necessity of the implementation of free secondary vocational education, it not only conforms to the law of development of vocational education, but also learns the experience of the development of vocational education in the developed countries of Europe and America, in addition, in line with our existing environment and all sectors of society demands. The implementation of free secondary vocational education highlights the public welfare and fairness to everybody.The third part analyzes experience of free secondary vocational education in Germany. Firstly, introduce the basis of choosing Germany as the study, secondly, introduce the Summary of the Study of policy overview of vocational education in Germany, and finally, sum up the features of German's policy of free secondary vocational education.The fourth part analyzes the features of the free policy of secondary vocational education in every province and region in China. And this paper analyzes the reasons why we selected eastern, central and western provinces as a research sample of nine provinces, summing up the free policy of secondary vocational education of nine provinces in eastern, central and western areas:in the eastern region, the free policy of secondary vocational education are forceful and speeding forward; in some individual central provinces area, returning migrant workers and the general high school graduates are brought into the free group of vocational education; the western provinces start the specific vocational free charge programs aiming at the development of ethnic minority areas.The fifth part makes a prospect of future development trend of our free policy of secondary vocational education:the stability of the national policy is a key factor of developing free secondary vocational education system. And in the eastern region, the object of vocational education will be free for all the college students with further increasing subsidies, and free education policy will become the power to promote the education and development of economy and social harmony of western ethnic minority areas. Besides, the enterprises will participate in vocational education and training more enthusiastically. And in the central region, returning migrant workers, laid-off workers and the general high school graduates should also be incorporated into the free vocational education system.
