Teachers'quality is the major factor as far as the factors that influence students' achievements, which is the consensus of the educators nowadays home and abroad. However, if teachers' quality is the priority of us teachers, we should endeavor to select the best teachers who are fit for teaching. We recruit numerous teachers in our country. Take teachers' recruitment in 2008 as an example,657440 new primary school teachers were recruited, the figure in junior high is 334424. With the rapid progress of senior high school, more new teachers are urgently needed.Comparing with staff recruitment in enterprises and civil servant, recruitment in institutional organization lags behind. When we review the general situation of teacher recruitment in our country, we find that we have not set up reasonable systems yet. There are many items should be rectified. For example, the decision maker in recruitment is not identified; the materials employed in the selection are not scientific; some restrictive standards in teacher recruitment are not scientific; furthermore, some restrictive standards are conflict to some laws and regulations in our country; the recruitment procedures also need further improvement; at the same time, as the major body of teachers provide and teachers demand, more communication is urgently needed between normal schools and secondary schools as well as primary schools.There are similarities and considerable discrepancies between china and America, concerning the decision maker in teacher recruitment, the recruitment procedures, the recruitment standards, the measures taken to select teachers, the measures taken to encourage teachers teach in less developed areas and disadvantaged schools. By comparing the teachers' recruitment between us two counties, we can learn and draw lessons from others. After analyzing the reality of our country, we cautiously give some suggestions.1. set up systems of teacher recruitment.2. heighten standards in teacher recruitment.3. establish a scientific test standard system, combining quantitative assessment with qualitative assessment.4. formulate and implement measures to monitor the teachers in probation period.5. keep the provide and demand balance, and maintain the information flow between normal schools and secondary schools as well as primary schools, which view teachers recruitment an opportunity and recruitment standard a medium.
