The study chooses the data of primary and secondary education in 12 districts of Guangzhou between 2006 and 2008 as the sample, the data processing and comparing the level of development from the school, And it analyzes from the three angles of the level of school development, teacher development and student development, selecting the area of the school per student, student books, proportion of teachers owning undergraduate degree, enrolling rate, and Miyoshi rate and so on as the 11 indicators in order to build a more comprehensive analysis system of compulsory education development level. Based on this, the essay selects select data of the five indicators of the range, range rate, standard deviation, coefficient of variation and the value of the Lorenz curve to analyze according to the study need. And it find out that compulsory education in different districts develop unequally, which can be seen from uneven distribution of educational resources, inappropriate move of good teachers and uneven quality of teaching output. So that the difference degree can be found out and some new measures to promote compulsory education equalization can be brought up.Study found that non-equalization problem evidently exists between primary and junior middle school, the strongest evidence is the gap between different schools in the school conditions and students'quality levels. At the same time, the analysis on the data between 2006 and 2008 show that the changes of the majority of the index in the three years is on the rise, which shows the gap of compulsory education level is growing; Finally, the extreme cases of index data are more obvious, compared to the discrete of the data. Therefore, the differences of compulsory education developing levels among different districts of Guangzhou are more greatly reflected by the polarization in educational resources and the spatial distribution of the educational output.According to the phenomena mentioned above, promotion the equalization of compulsory education in Guangzhou should be carried out from the following aspects. Innovative management system of compulsory education from the macro level, so that powers and financial authority education are matches in different levels of government, and perfect the financial investment mechanism from median level to ensure the accordance between the standard of funding of education and the income and expenditure of public funds, and to make sure the financial support takes care of the weak areas. And from micro-level, the flow and distribution of educational resources be appropriate, including reasonable distribution of teachers and school facilities.
