In2012, on the Fifth Session of the Eleventh National People’s Congress, Premier Wen Jiabao indicated in his report:"Keep promoting the balanced development of compulsory education. On the basis of the rational distribution, we should expedite the transformation of buildings of junior high school in central and western regions and the security projects of national primary and secondary school buildings, as soon as possible so that all school buildings, facilities and teachers to reach the required standard. And equip rural primary and secondary schools with multimedia distance learning facilities, enabling children in the vast rural and remote areas have access to quality educational resources."With continuous enhancement of the economic strength and people’s living standards in China, education is becoming the core of the social structure as a cultural resource, therefore, it has become a strategic choice for basic education development to promote the equalization of compulsory education development as a new concept of education. As the capital of Heilongjiang Province, Haerbin has made progress in education reform and development of compulsory education, however, non-equalization phenomenon of development of compulsory education still exists between urban and rural areas, areas and schools. In a word, it is necessary to study how to evaluate the degree of equalization of compulsory education, how to analyze the constraints of compulsory education equalization, and how to promote compulsory education equalization in Haerbin.In this article, I firstly present a comprehensive review of the research status on the development of compulsory education equalization; then elaborate theories of the education fair, in order to definer compulsory education and compulsory education in inter-school equalization theory on the basis of equalization theory, as well as to summarize domestic and international development of compulsory education equalization practice and experience; moreover, the article analyze the current state of Haerbin’s inter-school compulsory education equalization via a series of survey data; next, the article establishes empirical analyzes of Haerbin’s inter-school compulsory education equalization with the data which mentioned above, and also, builds the index system of inter-school equalization of compulsory education. Finally, according to empirical, it finds several solutions for the phenomenon of the non-equalization. The main difficulty of this article lies in that it is hard to collect data of the interschool compulsory education equalization. And the innovation of it is that it tries to dig out solutions through analyzing empirical cases, dedicating to promoting the development of compulsory education equalization in Haerbin.
