As an important part of the equalization of basic public services, equalization of compulsory education is very important to ensure a fair starting point of all citizens, to safeguard citizens’ basic right to exist, as well as to achieve social harmony and stability. Under the system of "mastered by the county" of compulsory education in China, the non-equalization of the compulsory education is main as the non-equalization between regions. Based on this consideration, the author chooses and analysis the equalization of compulsory education between the region of Shandong Province as an object of analysis.The article is divided into four chapters in addition to the introduction. Introduction includes the background, significance, literature review, the basic structure of the thesis, research methods and dissertation innovation. The first chapters explores the concepts and theories of compulsory education, defines the core concept of compulsory education as well as compulsory education equalization, forms a theoretical point of view on the issue of responsibility of the Government in the compulsory education equalization, and divides the responsibilities of government into three levels——providing institutions, financial security and supervision. The second chapter analyzes the condition of compulsory education equalization of the Shandong Province, as well as the problems and causes. Through data analysis, the author depicts the condition of equalization of the compulsory education in Shandong Province, and analyzes the causes of the problem from the perspective of government responsibility (institution, finance, and supervision). The third chapter analyzes the practice to promote compulsory education equalization of developed regions at home and abroad and enlightenments. In order to seek a useful reference, the article introduces the experience to promote compulsory education equalization of Beijing, Shanghai, Shenzhen and other developed areas like the United States, Japan and other developed countries. The fourth chapter is counter-measures research, which is to promote compulsory education equalization in Shandong Province. Corresponding to the analysis of problems and causes, countermeasures commence from the perspective of the institution, finance and supervision. At last, the article prospects the development of equality of Compulsory equalization between different regions of Shandong Province.This paper argues that the nature of compulsory education needs the Government to assume leading responsibility in promoting the equalization of compulsory education. This responsibility can be further divided into three levels of institution, finance and supervision. The Case Study of Shandong Province has the universal significance, and the analysis of the problems and the measures proposed are useful for other areas. This author hopes to arouse the attention of the basic public service equalization of the government and the public through the study of compulsory education equalization, thereby contributing to social stability and progress.
