The development of the compulsory education has the relationship with the social equity and the realization of the fundamental rights of individuals. Urban and rural compulsory education in the allocation of the resources is also increasingly becoming the focus of attention. In recent years, although the urban and rural compulsory education in Jiangsu Province has developed rapidly, the level of the education resource allocation has improved, the compulsory education in rural areas has received more attention, the funding for education in the rural areas has increased, and the school condition has also improved, but there are some problems such as the urban-rural dual economic and institutional structures exist for a long time in the history, hierarchical management to the county by the local government responsible for the education management system. It caused the longstanding imbalance of urban and rural compulsory education in the allocation of resources in Jiangsu Province. Balanced development of the compulsory education in rural areas is still a weak link. In this context, we are necessary to learn the successful measures from the developed countries.In this background, firstly,we need to understand the current situation of the urban and rural compulsory education in the allocation of resources in Jiangsu Province. We need to learn the level of the development of the urban and rural compulsory education resources of Jiangsu Province. At last, we will put forward some targeted strategies and measures to promote the development of the compulsory education. The paper based on summarizing the predecessor study, analysing the present situation from the three aspects of the urban and rural compulsory education of the resources allocation in Jiangsu Province, the three aspects are the funding of the education, teacher’s status and the conditions for running a school. Secondly, it evaluates the urban and rural compulsory education of the resources allocation in Jiangsu Province, which bases on the main method include the principal factor analysis method and the cluster analysis method. The research results show that urban and rural compulsory education level of resource allocation in Jiangsu Province is high in the front seat in all the county, but the unbalanced allocation of resources still exist. Finally, according the appraisal and analysis result, proposes the suggestions in fairness education.
