Independent Recruitment has always been the centre of people's attention. In the year 2003, the national education department approved 22 universities to be the first universities to practise Independent Recruitment, and the Independent Recruitment came into people's view since then. More universities have joined the Independent Recruitment trial project every year, and the number has become 88 till 2011. Moreover, the models and methods of carrying out Independent Recruitment also have changes at different levels. The advantages and disadvantages of Independent Recruitment aroused many controversies. The year 2006 witnessed the emergence of the new type of Independent Recruitment-- Pre-admission Independent Recruitment, which was carried out by Fudan University and Shanghai Jiaotong University, and entitled by the media as the 'ice-breaking tour' of universities' recruitment procedures. It has been five years since the first practice of this new type of recruitment, and the scale of the recruitment is much bigger than it used to be. Both universities recruit more students by Pre-admission Independent Recruitment than by college entrance examinations. In the year 2009, the practice of this Independent Recruitment began to carry out in Jiang Su and Zhe Jiang Provinces other than Shanghai.This dissertation first had a review on the emergence and development of the Independent Recruitment in recent years, and then focused on some problems in the process. Based on that, the paper then had a systematic reflection on the Pre-admission Independent Recruitment since 2006, and then it drew to a conclusion that this mode of Independent Recruitment is changing and developing. It's the improved version of the ordinary Independent Recruitment, having its advantages in choosing the talents. Meanwhile, it it undeniable that there are also some drawbacks in the current Pre-admission Independent Recruitment. Only with the support and the understanding from the public and the government could it get further improvements. With more practice and continuous changes, as well as the help from the relative laws and restrictions, this new mode of Independent Recruitment is expected to have a bright future.
