Based on the rapid development of the network and the government attention, modern distance education develop rapidly. Since the 1990s,modern distance education in China gained from rapid development, and in a short period of ten years, has built a nationwide network of modern distance education. Up to 2008,670 million students enrolled Network Education Academe, accounted for 1/8 of the national enrollment. Modern distance education has become an important part of the education system. However, haste makes waste. With the rapid development of modern distance education, a series of problems come out, especially the quality of modern distance education. Coupled with our learners not well adapted to the on-line learning, the problem becomes more acute. Learning monitoring as a means of promoting learning, embedded in the web-based learning platform, can greatly enhance the quality of learning. Since 2002, scholars began to concern about the learning control of web-based learning platform. Their research involved the scope of monitoring, monitoring ways, how to achieve in technology and so on. However, previous research has not involved the current situation of the web-based monitoring system in practice.In this article, we focus on external monitor in online-learning. Based on the research of the control theory in this field, we define the monitoring scope of the online-learning platform as the standard for the assessment. A further research of learning control systems of Europe and America's, Hong Kong and Macao's, and mainland China's online learning platform to analyze the development status and the advantages and disadvantages between the platforms to each other can help to create a better system. Based on the research findings of a variety of online learning platforms, and in view of the domestic status quo of the non-sufficient intensity for teachers, imperfect learning support system, and universally weak self-consciousness of learners, this paper puts forward the construction of humanized supervisory mechanism as the supplementary of the monitor system. This mechanism mainly emphasizes on the following four aspects:single learning process monitoring, examination performance feedback, homework feedback and learning progress reminder. It analyzes every aspect of the specific implementation, and selects Moodle network learning platform as a development platform for technology realization, and finally presents the analysis running effects. The research on current situation of the monitoring system for web_based learning fills the vacancy of this field, and provides the reference for future studies. Taking the humanized supervisory mechanism into practice, makes that theory direct, and provides the technical guidelines for perfecting the monitoring system of web_based learning platform.Moodle platform as an open source software, gains many coding lovers rich, even Microsoft developed the real-time communication tools and so on for this platform. Because of the open character, this platform develops rapidly and has stable performance. The secondary development for this platform, can avoid repetition development, make us focus on the learning monitoring system and greatly reduce the emergence of mistakes.
