Knowledge and skill are two of the most commonly used concepts in education. But before Gagne, these two concepts have never been illustrated in scientific way. The five learning outcomes in Gagne's theory make a scientific division between knowledge and skill. Because of the theoretical content of politics, a lot of politics teachers regard politics teaching as pure knowledge teaching emphasizing imparting knowledge to students, while the students focus on learning the content by heart. However, that is not our teaching and learning goals. The ultimate goal of education is to improve the students' learning ability and intellectual skills. Based on Gagne's learning outcomes classification theory, this thesis studies the skills learning of politics hoping to make a breakthrough on traditional concepts of the skills learning in politics. This paper consists of four parts:The first part introduces the skills and skill learning of politics. Firstly, this thesis introduces the theory of Gagne's learning outcomes classification theory. Then according to his theory this thesis analyzes that the core skill of politics is the intellectual skills. Finally this thesis illustrates the intellectual skills of politics pro and con.The second part introduces the significance of the skill learning in politics. Firstly this thesis introduces the significance of the skill learning for politics learning, and then introduces the significance for politics teaching.The third part introduces the general categories of skill learning in politics: concept learning and rule learning.The fourth part introduces the conditions and process of concept learning and rule learning in politics. Firstly it explains in which forms concept learning and rule learning are carried out, and then the internal and external conditions of these two kinds of learning.The third and the fourth parts are the focus of this thesis. Based on the first two parts, the last two ones illustrate the two general categories of skill learning and its learning process and conditions in politics. In addition, this thesis aims to improve students'learning ways of politics and optimize politics teachers'teaching.
