As an important part of the education reform, the reform of school management system is carried on by the government and schools all the time. In the 1990s, the converted schools are the results of this reform.Based on the clarification of the concept of converted school, literature review on this topic is conducted and shows that researches on converted schools are done in different perspectives, concerning education equality and school property right. But few researches have either analyzed the inner operation mechanism of the school management system transformation or compared the advantages and disadvantages. Based on the existing researches, this paper tries to analyze the advantages and disadvantages of different operation mechanism by restoring the history of the school management reform during the 1990s.This paper firstly analyzes the background, theoretical basis and guiding ideology of the school management system reform, then chooses three types-state-owned private schools, educational share-holding system and the overall shift system schools. to analyze their background, theoretical basis and operation mechanism. During the analysis, typical cases of each type are chosen to illustrate not only their operation mechanism, school property rights ownership and the interest structure, but also the achievement and problems during the reform. From this research, we can see that the reform of school management system contributes a lot to change the situation that the government takes care of everything concerning education and the separation between school ownership and school management right. Even so, we can't overlook the inequity in education, unclear ownership of schools and loss of state-owned assets in the reform.During this reform, converted schools went through three steps——the rudimentary stage, period of great prosperity, and at last, rectification and cancellation stage——which shows that the value orientation of the educational reform in China has transformed from efficiency to equity. Some enlightenment can be concluded:firstly, people should stick to the correct educational reform orientation and balance the Standard and guide during the reform. Secondly, educational reform should be conducted according to local conditions. Thirdly, interests of different groups should be properly handled in the educational reform.By literature review and case study, this paper focuses on not only the theoretical construction, but also the practice research. I believe that this research will contribute to enrich the theory in educational reform, deepen the understanding of the school management system reform and guide the reform in basic schooling and school change...
