Educational share-holding system is an innovation of the pattern of non-governmental education in present-day China. Its basic guideline is to introduce share-holding system into education by drawing on the successful experience of the share-holding system reform, to collect educational funds in the organizational form of share-holding system, and to reform educational administrative structure in the same way share-holding system operates.The operating mechanisms between education and economy are different. As a consequence, educational share-holding system, in comparison with share-holding system, possesses the following characteristics: it is the dialectic unity of industrial nature and institutional nature, of capital profit-seeking nature and educational public-welfare nature, of specialized and wide-ranging nature. The operating mechanism of educational share-holding system is made up of mechanism of capital investment, mechanism of capital structure, mechanism of investment income and of school administrative system. Compared with other patterns of non-governmental education, educational share-holding system has the following advantages: first, it can ensure a highly effective collection of funds and finance to provide with the school steady circumstance of funds; second, it can strengthen the relations between the school and society, and encourage social investment so as to increase scale benefit; third, it can innovate the educational administrative system, and guarantee the promotion of thelevel of a scientific administration of the school; finally, this system can help establish a new operating pattern of school with the nature of macro-education so as to push forward the reform and development of Chinese educational system as a whole.However, many problems arise in the practice of educational share-holding system in present-day China. To develop and standardize educational share-holding system, it is imperative that we further change our old conception to the new one. We must, therefore, overcome the long-standing misconceptions by (1) establishing a sound legal system in community-education, (2) standardizing the macro-management of the government and the establishment and operation of intermediary body of education, (3) perfecting the system of property right and the interior structure of school administration.
