Shanghai currently uses the secondary school students' identity management documents which named" Shanghai secondary vocational school students registration management rules" are issued by the Municipal education committee in 2002, with the Ministry of the Education's latest "Secondary Vocational School Management Rules" and "Secondary Vocational School Students Registration Management Method" come out, Shanghai should according to the current situation of student managements to formulate measures for the implementation of the new students' enrollment management.In this paper, the methodology of research mainly includes questionnaire survey and face to face interview. The author analysis the problems existing in the present situation in Shanghai, compare them with these in other municipalities directly under the central government and derive experiences from cases of schools. Finally, suggestions and countermeasures are brought forward.In the second chapter, current situation and problems of students' registration management in middle vocational school in Shanghai, the author designed the plan of research and investigated the current situation of students' registration management in middle vocational school in Shanghai. This is the foundation of the study. Following main problems are found:schools haven't pay full attention to concrete implementation of the enrollment management; the management system exists some obstacles; the related rules and regulations still need to be established or perfected; have no clear supervision and evaluation system about the management; haven't established sound and complete management team training system, the information system's compatibility and operation convenience need to be strengthened, etc.In the third chapter, experience reference of students'registration management in the Beijing-Tianjin Chongqing area and part of schools in Shanghai, the author summarizes the management experience of the other municipalities and schools from different aspects through interviewing other municipalities and different types of school in Shanghai. The author Compare them with these in Beijing, Tianjin, Chongqing this three municipalities, we can found that:the leadership department pay full attention, such as Tianjin; Organizational structure streamlined, such as Chongqing; the information system can master the students'information comprehensively and overall process, which is effective experience. And three schools' experiences are:leadership is attention, individual and post adapted, rewards and punishments appropriate, rules are perfect, and the information technology assistance. Several schools have some specific and special practice which is worth popularization, and has a great inspiration to improve students' enrollment management quality.In the fourth chapter, the author makes suggestions from two levels in theory based on the investigation of present situation of Shanghai, municipal interviews and typical schools. From the municipal education committee/student affairs center level, needs readjusting, streamline management organizational structure, adopting appropriate methods to formulate new "Shanghai secondary school students registration management, establish the implementing measures of Shanghai municipal secondary students' identity management evaluation system, strengthen professional students' identity management personnel team construction; From the school level, the school leaders should aspect to improve the students' enrollment management attention, clear the access standard of the administrative staff; establish a sound system and implement it faithfully, then strengthen the information construction according each school's specific situation.
