In 1975,the evaluation for higher education was first conducted in Taiwan.Then,a series of laws and regulations were revised and published by the Ministry of Education of Taiwan to standardize the evaluation for higher education.In 2005,the Higher Education Evaluation and Accreditation Council of Taiwan(HEEACT)was established,and was entrusted by the Ministry of Education of Taiwan to conduct the evaluation for higher education.After that,the institutionalization of the evaluation for higher education in Taiwan was accomplished.During 2006 to 2010,the first cycle of department evaluation was conducted by HEEACT,and also,in 2011,the first cycle of university evaluation was conducted by HEEACT.In 2012,the second cycle of department evaluation started,34 universities were selected by the Ministry of Education of Taiwan to conduct self-evaluation for their ability of self-management.These universities were given the right by the Ministry of Education of Taiwan to conduct self-evaluation to examine the departments.However,the mechanism,the findings and the results of the evaluation should be submitted to the Ministry of Education of Taiwan by these universities in order to be recognized.This evaluation method is used for the first time,and most of the current researches are about how to handle self-evaluation and the problems and challenges,or share some experience from 34 universities selected by the Ministry of Education of Taiwan.However,most of these studies are based on the facts and experiences,and do not use the systematic analysis framework to analyze the self-evaluation.So,this article will use a set of systematic framework to systematically analyze the implementation process of self-evaluation in Taiwan.After reference to relevant studies on policy evaluation and meta evaluation,we decide to use the standards in" The program evaluation standards",published by Joint Committee on Standards for Education Evaluation in 2011 to analyze the actual execution process of self-evaluation for department in Taiwan.They are utility standards,feasibility standards,propriety standards,accuracy standards and evaluation accountability standards.The aim of this article is to understand the characteristic and the strengths and weakness of self-evaluation for department in Taiwan,and to offer some advice for higher education evaluation of China.So,this article intend to respond to these questions:first,what is the characteristic of self-evaluation for department in Taiwan?Second,what are the problems and reasons exposed in self-evaluation for department?Third,what are the advises we can get from the self-evaluation for department in Taiwan for higher education evaluation of China?Literature analysis is adopted to analyze laws and regulations,as well as other documents about self-evaluation for department in Taiwan.Also,interview is adopted to get the opinions of students,teachers and assistants participated in the evaluation.The conclusions of this article are as follows:first,the self-evaluation for department in Taiwan has a unique form of implementation,and highlights the autonomy of the 34 universities,which is good for improving the ability of self quality management of these universities,and also for their long term development.Second,there are still some weakness in the actual execution process of self-evaluation for department in Taiwan.For example,the purpose of the evaluation,as well as the meta-evaluation mechanism was not delivered and conducted by whether the Ministry of Education of Taiwan nor the universities;some universities had no special fund for the evaluation,and promulgated the evaluation mechanism or findings with less detailed information;some departments didn't have a systematic information management model,and didn't write the report in full detail.One of the reasons is that there is no relevant regulations about some of the details of self-evaluation for department in Taiwan,and the other is that the supervision for this evaluation is not enough.Third,some advises can get from self-evaluation for department in Taiwan for the evaluation of higher education of China.For example,there must be clearly defined purpose of the evaluation,there must be the detailed implementation process regulated by relevant documents,we must pay attention to the supervision of the evaluation mechanism,process and results,and must establish and regulate the daily data recording,storage mechanism,and there must be corresponding meta-evaluation mechanism.In addition,this article discusses some other topics about self-evaluation for departments in Taiwan.Such as the will of these universities,the financial resources of the evaluation and the design of the evaluation standards or index.
