According to the requirements of "the twelfth five-year-plan outline", how to innovate the talents cultivating programs so as to meet the social demands has become one of the most pressing issues universities must address.As a case research of cultivating programs for the higher education postgraduates in E University, the study is based on the social demands. It analyzed the major problems during the implementation process of cultivating programs and gave advice on cultivating programs reform.Through the investigation of master graduates, teachers and employers, the study gained the "quantity" and "quality" social requirements of teaching & researching talents and management talents. On one hand, the quantity of higher education postgraduates can be increased properly while the ratio of teaching & researching talents to management talents is 1:8. On the other hand, with the modeling method of competence model, the study made the general quality model of employed-oriented master graduates and that of the further-study-oriented master graduates. Based on these two models, the study divided the cultivating target into employed-oriented one and further-study-oriented one. Through the interaction of curriculum and targets, the study designed employed-oriented curriculum system and further-study-oriented curriculum system.These two general quality models of master graduates still need to be further tested. Otherwise, there should establish a quality assessment program of talents cultivation within university, students and employers so as to adjust the quality model master graduates and meet the changing social demands.
