The American Council on Education published the report which named Internationalization of U.S. Higher Education in2000. This report shows an overview of the Internationalization of U.S. Higher Education, and the goal of the Internationalization of U.S. Higher Education should be nurturing the talents of international competence.The content of the report shows that the main performance of the internationalization of higher education is the international education which carried out in U.S. colleges and universities. At the same time, the report presents in ten elements which reflect the level of the U.S. internationalization of higher education.Ten elements of the internationalization of higher education play respective roles in the process of international education in U.S. college and universities, and may divide into three levels accordingly, which the inner, middle and outer layer.The inner layer, including "Foreign Languages","Study Abroad","International Dimensions of the Curriculum", is the means of international competitiveness cultivating.The middle layer, covering the "Academic Requirements","International Awareness","International Students and Faculty’s is the conditions of international competitiveness cultivating. The outer layer, containing "Institutional Support for Internationalization","Federal, State, and Foundation Support for International Education","Employment Demands" and "Attitudinal and Experiential Data", reflects the need of soft environment for international competence cultivating. Meanwhile, these ten elements are viewed as an associative system.Overall, in the process of the internationalization of U.S. higher education, the cultivating of undergraduates’international competence needs the ten elements play their proper functions, and at best these elements constitute a harmonious and orderly association body in the four dimensions of the depth and breadth of learning and knowledge, time and space.
