Competence-oriented Assessment In Learning Technology System

At present, the competition among different economies is essentially the competition of talents. The person with high-quality and high-competence has gradually been the urgent demands of this socity. Based on this, it is necessary for educational researchers to conduct some researches on competence-oriented learning. With its spread of elearning, teaching effect has been enhanced vastly, even the innovation of learning stytle was brought into our society, with the addition of appeal of competence cultivation, it stands to reason that do some research about competence oriented learning and assessment in learning technology system. And how to conduct competence oriented assessment in learning technology system, how to transfer and interoperate competence information between learning system has been the hot spot of this field in the world.This research based on two projects:"Design of competence oriented assessment & authentication model in lifelong learning technology system"funded by Shanghai Distance Education Group, and "Next Generation network:teacher education innovation and support system" funded by National Development and Reform Commission. Firstly, the author investigated the status of competence assessment in the world, summarized the main model of competence assessment and criteria based assessment, interpreted the reason why competence oriented assessment is imperative under the concept of lifelong learning. Secondly, competence oriented assessment model which support the concept of lifelong learning was designed on the basis of study of competence description, competence modeling and competence concept model. In this part,some key problems are detailedly explained,such as collecting methods of evidence,assessment methods,how to apply assessment result,how to ensure validity and reliability.Thirdly,take teacher competence as an example,teacher competence oriented model is designed considering the particularity of teacher competence development.At last,with the development of teacher competence assessment system,this model of competence assessment was applied in the design of system,and realized system prototype of teacher competence assessment.
