Content summary: This paper reviews the competence theory and it's research approach at first, then we apply its to the Normal University Teacher Assessment. Purpose to the research: To find a assessment system of exploring normal university teacher competence with application of competence theory and approach; Method to the research: BEI and Survey; Conclusion: There are 7 dimensions in the Normal University teacher competence in students' opinion, namely " knowledge characteristic ", " students leading characteristic ", " teacher's image characteristic ", " personality characteristic ", " teaching technical characteristic ", " responsibility characteristic ", " communication characteristic ". But these dimensions don't include the teacher's ethics of the teaching profession etc, however this is in the course of teachers' interview, and teachers emphasizes this very much by oneself, students do not value this, it is qualified to see the teacher's ethics of the teaching profession from surface at least, so students will not enumerate it alone out.In addition,different grade students view differently the 5 dimensions of the teacher's competence except for " teaching technical characteristic ", " responsibility characteristic ".different professional valuers view unanimously the " knowledge characteristic" and " communication characteristic " on the other hand they view differently the other else.Different gender view unanimously the 6 dimensions of the teacher's competence except for " responsibility characteristic ".
