Quality is the lifeline of education, which is a matter of important business for student development. Through nearly three-decade developing course of education, Chinese education is now entering a new stage. Academic Proficiency Test in Shanghai officially launched in 2009, and "National long-term educational reform and Development Plan (2010-2020)" was formally promulgated in June 2010. A series of initiatives indicate that my Government and local authorities want to deepen the commitment to education reform, which reflects the changes of centre of Chinese education from "ensuring study" to "education promotion".Characteristics of basic education in China is "more content, less hours and high demanding." Under the premise of not increasing the burden of students, how to improve the efficiency and school management, deepen the educational reform and carry out the spirit of "National long-term educational reform and Development Plan(2010-2020)", which requires the school principals and teachers'in-depth research based on school reality.According to the spirit of the plan, deepening basic education lies in enhancing the school efficiency, explicating teaching objectives and effective evaluation. Meanwhile, the state long-term planning framework requires the preparation of the subject core summary tables, building examination databases and so on, but the current school quality management remains a large gap between the practice and the plan, such as rough educational management issues. In this context, the standard-based quality management of education explores the standard-based quality management of middle schools in response to demand to Chinese basic education, taking quality management of junior middle schools in Shanghai as the research objects.Through the research on practicality of teaching, communication with the school managers and subject teachers about how to improve the teaching efficiency, standard-based quality management in secondary schools must be truly revitalized and the whole picture of educational management of secondary schools in Shanghai will be shown. The deficiency of quality management must exist, but there are also some remarkable quality management initiatives, which can be taken as good examples. Through analysis and comparison, the use of literature, comparative study and interview survey, the outline of the standard-based quality management of education was able to appear.The standard-based quality management of education pays attention to curriculum standards, stressing that the practice of quality management in schools derives from the interpretation of the curriculum standards. How to refine and specify the curriculum standards can form the development goals of quality management for schools. Based on this goal, the school can take action to promote the educational management, such as teacher training, management restructuring, lowering the management center and focusing on the goal orientation of teaching and management.The standard-based quality management of education focuses on two basic, two standards and five systems. The implementation of the two basic is the premise of quality management, which lies in the identification of functions and the promotion of teaching courses for teaching quality management organizations in primary and secondary schools. The two norms emphasize on building the quality management standards between grade groups and classes and establishing quality research standards between research groups and preparation groups. The five systems include random lectures system, questionnaire system, the teaching quality check system, examination process management system and the academic quality file system.Through two basic, two specifications and the implementation of the five systems, standards-based quality management of education will avoid the errors of traditional academic quality management and really take students as the focus of education, based on the beneficial exploration and the research on the academic quality management in secondary schools in District A in Shanghai, including the preparation of subject core summary tables, public education resource construction, blueprint for examination, academic quality analysis system, etc. Based on the standard-based quality management of education, students will grow and develop happily on the fertile ground.
