With the fast economic development in China and the enhancement of the English’ position in the world, English has become an international language. It states that the ultimate goal of English education in senior high schools is to cultivate students’integrated linguistic competence (Ministry of Education of PRC). The implementation of the ECSHMS(ED) comes up some challenges to education department, the management of the schools and English teachers.English Curriculum Standard for Senior High Schools (Experimental Draft) was advanced by the Chinese Ministry of Education in2003. In September2009, Hubei province began to implement the ECSHMS(ED). To July2011, the ECSHMS(ED) has been implemented in Jingzhou for two years, the implementation status are being concerned. The author carries out an investigation by questionnaire and interview, and the purpose is to survey the implementation situation of the ECSHMS(ED) in Jingzhou, and find out the successful place during the implementation and the existed problems in the implementation, and put forward the measures and reasonable suggestions to solve these problems. It can provide some references for the practice for other cities in Hubei province and the implementation of the ECSHMS(ED) in other provinces and cities. The author tries to open up a road to expand the implementation of English curriculum reform in senior high school.This article is divided into seven chapters:the introduction, the literature review, the main contents of the ECSHMS(ED), the research design, results and discussion, drawbacks and suggestions, conclusions and implications. The author had a sampling survey to105English teachers in15senior high schools by the method of questionnaire, interview and classroom observation in Jingzhou. This paper analyzed the problems and difficulties during the implementation of teachers’background, teachers’ understanding to curriculum ideas, teachers’-understanding to the curriculum design, teaching management of schools and teachers’basic quality. The survey found out that there are some problems during the implementation of the ECSHMS(ED) in Jingzhou city.In this paper, the author puts forward some reasonable suggestions by specific investigation and analysis of the data during the implementation of the ECSHMS(ED) in Jingzhou. To the education departments and schools, they should pay attention to pre-service education of English teachers, develop school-based research and training, strengthen the training on teachers’ curriculum concept and speed up the reformation of the evaluation system. As to English teachers in senior high schools, they should enhance the self-development consciousness, improve their professional quality, update education concept and transform their roles.
