The curriculum theory and practice has changed for 30 years. Although the idea of the curriculum is an inner mental activity, its external form is colorful. The curriculum idea is a domain of specific disciplines and unique problems. The research puts the curriculum idea in a large environment, respectively, the frame of reference on the curriculum, the idea of knowledge on the curriculum, the idea of purpose on the curriculum, the idea of decision on the curriculum and the idea of implementation on the curriculum, in order to analyze the change of the idea, from the outside to inside in a combining static and dynamic way.The first part of this paper focuses on the frame of reference on the curriculum. We mainly discuss the globalization, localization and individualization. As a result, they are indispensable, influencing each other.The second part of this paper focuses on the foundation of knowledge idea of the curriculum reform, through the relation of the knowledge and curriculum knowledge. We look back on the debate of knowledge-based curriculum and capacity-based curriculum. At the same time, we have systematically combed the quality education at a climax moment. In essence, knowledge, abilities and qualities are interrelated. Knowledge is in a dynamical and sustainable course, and in this course, the abilities and qualities gradually forge and develop.Course of practice is essentially a value of a creative activity that follow the principle of value, and curriculum to be concerned about society and individuals to promote development. People in the curriculum of interest shifted from things to people, their purpose and significance of concern.National level of decision is made by the national and local schools to change the file transfer:the guide document of curriculum transformation from teaching and learning outline to teaching and learning standard; At first, textbook is written by country and government, gradually to local schools, and the management of curriculum transfer from country and government to local schools.Curriculum plays a role through the implementation. The implementation of curriculum is from statics to dynamics, more concerning about generation and growth, more attention to effective communication between teachers and students, in order to achieve the generation, environment and life. Curriculum gradually becomes a verb or an action or a social practice, a man, becoming a kind of experience of exploring on living meaning and value.
