As one of the ideological and political courses in colleges and universities, the teaching effects of An Introduction to Mao Zedong Thought and the System of Socialism with Chinese Characteristics is directly related to the effects of all the ideological and political courses.The scientification of the Monitoring System for the Teaching Quality of An Introduction to Mao Zedong Thought and the System of Socialism with Chinese Characteristics is directly linked to the effects and quality of this course. it is also linked to the improvement of the teaching quality of this course as well as the all-round and free development of college students. It is necessary and possible to study the Monitoring System for the Teaching Quality of An Introduction to Mao Zedong Thought and the System of Socialism with Chinese Characteristics.With the development of the teaching evaluation theory and practice, different scholars, from the different positions, have proposed various views about how to evaluate the teaching effects of the Introduction to Mao Zedong Thought and the System of Socialism with Chinese Characteristics. Some universities adopt the methods of exams and asking students to evaluate their teacher. Others hold that the teaching quality of this course should be judged by its teaching process. But all these evaluation methods have disadvantages. The present author analyzes their disadvantages and proposes that a monitoring system for the Teaching Quality of An Introduction to Mao Zedong Thought and the System of Socialism with Chinese Characteristics should be studied.The developing of the Monitoring System for the Teaching Quality of An Introduction to Mao Zedong Thought and the System of Socialism with Chinese Characteristics embodies the unique features of this course and it conforms to the new trends of the development of international higher education evaluation. Besides, it also provides support for the ministry of education in its formulation of decisions and policies, and it also helps to improve and enhance the teaching quality and effects of this course. The developing of the monitoring system must be directional, systematic and scientific and dynamic.On the basis of these principles, the author proposes that the frame of the Monitoring System for this course which includes:the measurement of the basic ideas, the test concerning the knowledge and ability about this course, the test concerning the emotions,attitudes, and values about this course, and the analysis of the factors affecting the quality of the teaching. then the author analyzes the indicators of the measurement of the basic ideas, the indicators of the measurement of the knowledge and ability about this course, the indicators of the the measurement of the emotions, attitudes, and values about this course, the principles according to which the quality of teaching are set up, the specific indicators of measurement, the testing indicators about knowledge and ability related to this course, the measurement indicators concerning emotions, attitudes and values, and influential factors. At the same time, the author explains the methods of the methods of the test about knowledge and ability as well as the methods of the questionnaires.
