In the past decade, China has achieved rapid development of higher education, especially vocational education. Shanxi is a province in Higher Education, a good momentum of development of higher vocational education. However, in Shanxi Province in the number of vocational teacher shortage, uneven in quality, is far from meeting the needs of vocational education. Although the system of university teachers in improving the pay and work motivation of teachers, training teachers, teaching ability, to attract talented people to play a lot of role, but we found through research, higher teacher salaries remain low, the school's salary distribution system is not fair schools incentive pay for teachers is still insufficient. The main reason for these problems is the lack of pay source, on the one hand a small financial allocations, the students can not pay tuition fees in full and on time; the other schools do not have independent use of human rights, the school salary management system is not flexible.In this paper, the collate and disseminate relevant literature vocational teacher questionnaire (85 questionnaires were distributed, 85 valid questionnaires), to understand the pay levels of vocational teacher in Shanxi Province, found mainly in the low level of higher teacher salaries, lack of external competitiveness, performance-related pay is not close, the internal unfair, the lack of incentive, the internal compensation not taken seriously, inspired by the spirit of the vocational teacher shortage. Use of compensation theory and incentive theory, finding of higher teacher salaries and inadequate sources of salary management, the management system of higher education and school factors such as macroeconomic management, internal pay equity and other non-micro factors. Shanxi Vocational teachers to improve the incentive system proposed pay cut costs to improve pay levels in Shanxi Vocational College Teachers, vocational education reform, macro-management system, to increase school autonomy, improve the remuneration of management within the school, good salary survey and salary adjustments work to improve the welfare of teachers, improving vocational teacher incentive pay and other internal recommendations and countermeasures.This paper argues that in Shanxi professional institutions, in order to solve the shortage of teacher salaries and incentives, the Government must increase investment in vocational education and improve the autonomy of higher vocational colleges, schools must improve in-house compensation management system, construction new teacher pay system in order to pay the final design through the work of teachers initiative.
