At present, realizing educaional fairness is a major issues that the international community is facing. And realizing educaional fairness is urgent requirements of improving Chinese whole eduction level. Compulsory education, as the core component element of public education has the characters of predeterminational, comprehensive and foundational. With Chinese economic development and the deepening of reform, especially in accelerating the urbanization process, large number of rural labor is pouring into the city, that is bringing great pressure on employment of the city. The compulsory education of the rural workers'accompanying children is becoming more and more serious. To resolve the problem of going to school of the rural workers'accompanying children, Chinese government has issued a series of policy, taken many measures, and has achieved significant results, but there are less than satisfactory. Rural workers'accompanying children have not enjoying fair compusory education. This will have a huge impact on their growth and development.This article carrys field reserch on several following respects in Taiyuan of Sanxi Province: the enrollment opportunities for equity between the public school and the school of rural workers'children, the fairness of educational resources between the public school and the school of rural workers'children, the fairness of educational quality between the public school and the school of rural workers'children and so on. I find compulsory education that rural worker's accompanying children accepting is unfair. And this article points out the household registration system, the defects in the compulsory educaional management system, the shortage of educaional resouces, their own family environment of the rural worker's accompanying children are the main influence reasons to the fairness of compulsory education.In order to address the issue of fairness that lies in the compulsory education of the rural worker's accompanying children, on the basis of field reserch, this paper has proposed the following five measures: reforming the current system of the household register, reforming the existing system of education management, increasing investment in compusory educationl, making greater efforts to implement the principle of fairness, people-oriented improving the teacher's teaching process, improving the educational level of the rural farmers'family.
