The developments of countries, governments and enterprises depend on talent strength. Talent problem concerns an enterprise, one city, a region, a country of the overall development of the fundamental problems. To be accompanied by the economic globalization and regional economic integration, the increasingly fierce competition at home and abroad, and the rapid advance of science and technology talent out increasingly short, the situation we are facing with has changed a lot. In this case, Huhhot, the open border region of China and the economic development open zones along Yellow River, also as the intersection of China with Mongolia, Russia and eastern European countries, how to consolidate existing status, and how to accelerate development of the economy and society have become the primary issues. All the settlements these issues rely on the strong talent team for support.If we want to catch this historic opportunity in the new round of the western development process of Huhhot, the primary task is to establish the consciousness of that, the talent is the key resource. To put the grasping of the opportunities and robbing talents as urgency tasks, we should work out new policy to attract talents, build new institutional innovation of talents training platform, and break all ties of talents working ideas and the obstacle of system. With the key target of building Huhhot an attractive and life-suitable destination for talents, we are trying to searching the way to form a human capital advantage.From the reality of construction of talent in Hohhot, this article analyzes its present situation,achievements and the urgency. On the research of the existed problems and reasons, the article put forward countermeasure thinking on how to strengthen the construction of talent team in Hohhot, for the problems of low development, low quality, unreasonable structure, inadequate investment, limited function of talent market, weak ability to gather and absorb talents. Carry out the planning strategy to guide the construction of capital talent team effectively; Implement the education strategy to improve the quality; Put the international strategy into practice to construct international talents resource pattern adapting to the adjustment of capital industrial structure; Put the investment strategy into effect to make talents gathered highland relying on the capital advantages; Implement the decoys strategy to innovate capital management mechanism of introducing talents; Carry out the market-based strategy to cultivate capital talent market Put the strategy of pushing forward into practice to advance the project of " grassland silicon valley"...
