Higher education is facing new challenges with the arrival of economic globalization and knowledge economy. As a base of high-level resources of human talents, colleges must develop and use human resources of teachers reasonably and try to create high-quality teachers. "Education plans, teacher-centered", "training a high morality, business skill, reasonable structure of the teaching staff" have been put forward by chairman He at the National Education Work Meeting in 2010. In this speech, to strengthen teaching staff and show the important role in national education reform as an important instruction made by chairman Hu Jintao. So, work well of development and management of college teacher resource is the key of deepen reform personnel system in college, improve teaching efficiency and quality.Since the Third Plenary Session of the Eleventh Central Committee, especially after the third national conference on education in 1999, college education achieves great development and gets remarkable results of Heilongjiang province. But the current situation is not optimistic in several ways:less teacher human resources and the gap is big; title structure of teachers is unreasonable; degree level is low; senior professional title staff is getting old; title structure of teachers is old which is not match development of Heilongjiang; study reason structure is unitary, etc. College teacher human resources is not only effect the development of colleges, but also has relations with the improvement of populace's cultivation and country competence. For this reason, how to develop and manage teacher human resources of colleges in reasonably is an important problem of college leading officials. This paper is based on theories and dates, qualitative and quantitative analysis, put forward the problems of college teacher human resources of Heilongjiang on development and management by the comparison of the statement with characteristic of Heilongjiang college teacher human resources, and try to find the way to make the future develop strategy in order to promote education system reform and provide realistic significance for revitalizing Old Industrial Bases of northeast and intelligences and talent guarantee in other social economy area.The paper introduces the background of title, the purpose and significance, methods and technical route. And then expounds the concept of development and management of human resource, theoretical basis and concept of college teacher human resources. Collecting those and pointing the problems about idea of development and management is weak, human resource allocation is unreasonable, human resources development and performance evaluation mechanism are imperfect etc. At the end of the paper, there are some advices about those problems:create a modern manage concept; optimizing the allocation of human resources; establish and perfect human resource development and performance evaluation mechanism; strengthen governmental outside guarantee of that. Improving the level of college human resource development and management of Heilongjiang province, and deepen inner system reform of college.
