In the new century, China has been in the critical time of the fleet economic rise and society environment change. The reformation and development of higher education follow with that. There are some high schools grope for a new model in education administration, and the independence colleges account for majority. They give great function on scale of education and education economy.But To attribute to outside causes, the independence college exist many problems in process of running education, so the education of independence colleges need criterion and management pattern. Based on the education programming, leads the new education model and management methods to development of education healthily. The research train of thought of this thesis is to regard basic theory of human resources management as the foundation, combine the current situation of the teaching body of university of our country closely, analyze the question existing in faculty-management at present, and optimize faculty human resources of university, promote the level of smoldering and managing human resources of university roundly. The research adopts the method of combining the theory with case analysis, relying mainly on practical analyzing and conducting literal deducing during the process of analyzing in theory.By beginning with theoretical research of human resources management the thesis resources analyses especially concepts and characteristics of human resources management and human resources of the independence college. It emphasizes the importance and necessity that strengthens faculty human resources management of the independence college from angles of process of nation at present and the needs of independence college's own development. With a series of data the thesis analyses especially the current situation of the faculty of the independence college in China at following aspects: sex, age composition, income level, host status, academic structure etc.; thus more intuitive to say that the existence of Independent Colleges human resources issues, namely: independent colleges internal management system problems; pay unreasonable evaluation system; lack of a comprehensive career staff training. On this basis, it constructs the independent Institute for the human resources management system, namely: establish the mechanism for the rational flow of talent; constructs of the independent institute for the pay system and allowance allocation model; conduct a comprehensive career counseling and training to the staff.The human resource management strategies and the pay and allocation system presented in this paper can be quantified processed, which is available for the operation, but also it is the practical significance of this paper.
